MCPS Definition of Bullying

At the October 2005 Delegates' Assembly, Director of Safety and Security Ed Clarke distributed a form for reporting incidents of bullying. This form was provided by the State of MD, and it includes a definition of bullying that deems only incidents that appear to be motivated by some type of bias (e.g., racial, ethnic, special education) as "bullying." Some have questioned this on the listserve, as they are familiar with situations that they would deem as "bullying" that would not fall into under these categories.  For purposes of complying with required state reporting, MCPS is using the definition on the form.  However, for purposes of identifying and dealing with bullying going on in a school, MCPS uses a different, broader definition.
