What is the Interagency Coordinating
Board (ICB)?
The ICB is a 12-member policy board
dedicated to making policy decision, which encourage community use. The ICB’s
mission is to maximize community use of public facilities without interfering
with the school instructional program, while maintaining an appropriate balance
of user fees and reimbursements to the school system for the costs of shared
use. The ICB also encourages the creation and delivery of programs and services
in neighborhood schools.

CUPF implements policies established by the
ICB
How Does the ICB Set Fees, Policies, and
Procedures?
Like many other organizations the ICB has a
Citizens Advisory Committee, which makes recommendations to the Board on
policies, procedures and fees. Another way the ICB gathers information from
citizens on fees and procedures is through focus groups. Child care providers,
religious groups, cultural schools, business organizations, and other user
groups are invited to meet with the Director of Community Use of Public
Facilities, Ginny Gong, to provide comments and suggestions on the services
received, as well as on fees and procedure.
Who Gets Free Use?
Non-profit weekday activities run by
volunteers that are free to participants;
ESOL classes that are free to participants
and are run by
Volunteers;
Adult Basic Education/GED classes;
Field use for non-profit activities;
Weekday PTA activities that are non-fee supported
and closely related to the educational function of the K-12 academic program;
All weekday K-12 activities
How Many Tax Dollars Support the
Community Use of Public Facilities Program?
ZERO! Community Use of Public Facilities
operates as an Enterprise Fund, supported totally by fees from community users.
In fact, the ICB pays approximately $170,000 back to the County’s general fund
each year to cover the administrative impact of payroll, accounting and legal
services. Not only does the community benefit from the many services provided
in neighborhoods, but the school system benefits, too. In addition to
reimbursing the school system for staff costs, utilities, and supplies,
Community Use of Public Facilities also awards nearly $580,000 each year directly
to individual schools based on hours of community use.
